City Corp Board Holds Monthly Meeting

Tuesday, February 21, 2012 at 4p.m., Chairmen Tommy Richardson, called the City Corporation Board Meeting of Russellville to order. The approval of the minutes from January 17, 2012 was made and passed. The committee then discussed and passed the January 2012 Financials unanimously.
 
The Capital Projects Status Report was next on the agenda. There are a total of 11 project developments, concerning commercial and residential property, that are currently in progress.
 
Operating Reports consisting of Wastewater Plant, Inflow and Infiltration, Water Plant, and Statistical Reports were discussed. The Wastewater Plant report included that City Corporation processed 510,800 gallons of sludge during the month of January 2012 and the storm water basins are currently full. “The wastewater treated for January 2012 is exceedingly higher at 209, 697,000 gallons compared to last January at 154,646,000 gallons," reported one board member. “As of right now, from this winter, we haven’t had to pump any water into the lake. We’re seeing some small algae problems but none of any concern.”
 
The Consent Administrative Order Update following on the agenda expressed that the City Corporation had submitted all required documents and correspondence according to the established Corrective Action Plan. City Corp was called to meeting with ADEQ on February 1, 2012 where the revised CAP was discussed. City Corp received a letter this week saying they were declined. Board member reported, “We asked for a time extension. They were not going to extend any of the days. They had digression in regards to the nitrate numbers.”
 
The East 2nd Street Wastewater Improvements are coordinating with the city of Russellville on future storm water drainage projects along the route of improvements. Board member reported that this project pertains to the area from Elmira to Knoxville.
 
The PWC Sludge Application Update reported that on January 23, 2012 one resident's request  that the Waste Facility will no longer have permission to put sludge on her property, was approved. “Two-thirds, 30-35 acres, of the land the Waste Facility use to dump will no longer be available.” Decisions about what will be done with the sludge because of the decline in property will continue to be discussed in later meetings.
 
4 p.m. on March 20, 2012 at the Pollution Control Works is the scheduled date and location of the next City Corporation Board Meeting.
